When you're considering being offered weapons, are you ignoring viable options that aren't ideal? E.g. (Slow things of Hacking as even more godly, and has it priced at 150 with super expensive upgrades in the 'Kit, and IIRC he also nixes the Hacking Bypass.) Pondering the option of giving System Casing to the Stealth B as well. The price increase probably hurts the Stealth B more than anything, which is unfortunate, though that at least benefits from cheaper Level 3 Cloaking. It's honestly still cheap for just how ridiculously good the system is. Falling back on always buying hacking because weapons are never guarenteed is not really a default strategy because hacking is quite a bit more expensive. Do you prefer playing with or without it? I think the balance mod is good. Yeah that one was the first but hasn't been updated in a while - not that it needs to be, i guess. Bad weapons are also buffed a little bit. Hacking is not much of an auto buy anymore. It more so nerfs the enabler of the game winning weapons through nerfing hacking a ton and raising the cost of cloaking by 10.
